Specialties
Chartrand has broad experience in computer hardware, software and database management issues and is an experienced contract negotiator. Chartrand was the key architect of the NAIC's current Market Information Systems. The NAIC Special Activities Database (SAD), Regulatory Information Retrieval System (RIRS), Complaints Database System (CDS) and Exam Tracking System all feature Chartrand design and innovation. The National Insurance Producer Registry (NIPR) and its design approach to tracking insurance producers has many design aspects originated by Chartrand.
Chartrand has over 20 years experience in association management, government relations, lobbying and regulatory and legislative management. Chartrand and Joy Moore have a combined 30 years experience in meeting management, hotel contracting and meeting logistics.
In 1991, Chartrand was the first non-insurance commissioner to be awarded the prestigious, IRES Presidents Award for significant contributions to education and professionalism among insurance regulators.
In 1993, Chartrand founded and developed the National Insurance Technology Conference - a unique forum of insurers, regulators and vendors assembled to cooperate on emerging insurance information management technology. He is an experienced public speaker and has been quoted in publications as Newsweek, Changing Times, USA Today, and The National Underwriter.
